Should social housing provide flooring for tenants?

Government launches new consultation on reforming the Decent Homes Standard. Matthew Pennycook, MP for Housing and Planning says: “Everyone deserves the security and comfort of a safe, warm and decent home. Yet far too many of those living in social and privately rented homes have to put up with substandard conditions. Today, 10% of homes in the Social Rented Sector (SRS), and a staggering 21% of homes in the Private Rented Sector (PRS) are non-decent.   Alongside our commitment to delivering the biggest increase in social and affordable housebuilding in a generation, this government is determined to drive a transformational and lasting change in the quality and safety of social housing.”

Currently, landlords of social housing do not need to provide flooring at the start of each tenancy. As part of a series of proposals to improve the quality and safety of social rented homes, this consultation contains the proposal that landlords should provide flooring.
